Board of Directors
A board is accountable to the Minister for Health for the service’s performance. Each health service board steers its entity on behalf of the minister and in accordance with government policy.
Board members do not participate in the day-to-day management of the health service. This is the role of the chief executive officer (CEO) and staff. Health service boards:
- govern health services
- develop strategies
- oversee financial and service performance
- respond and adapt to challenges such as population and changing demographics
- meet regulatory and government policy requirements and standards.

Joel Madden
Board Chair
Joel joined the Corryong Health Board in July 2024 and was appointed Board Chair in July 2026.Joel has extensive experience in leadership, governance, and culture change, and spent 10 years working at ACT Health.
Ian Cesa
Board Director
Ian Cesa Joined the Corryong Health Board in January 2021 and served as Board Chair between July 2024 and July 2026. Ian is President of Horizon Consumer Science with more than 25 years of experience helping develop and manage consumer brands in Australia and other parts of the world. He is also a local farmer.
Shelley Crowther
Board Director
Shelley is a health professional with more than twenty-five years’ experience in the health sector. She has held clinical, education and executive roles in regional, rural and remote settings.
Rho Fry
Board Director
Rho is a small business owner in Corryong and graduate of the Alpine Valleys Community Leadership Program, who joined the Corryong Health Board in February 2024. Rho is Chair of the Community Health Advisory Group.
Craig Wisdom
Board Director
Craig joined the Corryong Health Board in February 2024. Craig is a registered Physiotherapist having established an allied health business in 1999, prior to which he worked in public health for 8 years. In addition to his Director duties with the CH Board, Craig is joining the Quality and Safety Committee.
Dr Werner Vogels
Board Director
Dr Werner Vogels joins the Board in July 2026. Werner brings a background in neuroscience, academia, complex care, and leadership development to the Corryong Health Board.
